At the beginning of the New Year, when the situation took a new turn, the former government of Myanmar suddenly came out of nowhere and sent a "petition" to China.

Earlier, after a first round of talks mediated by China, the warring parties in Myanmar reached a brief ceasefire agreement, but soon after the resumption of fighting, the parties in the conflict remained deadlocked. In recent days, the military government and the "three brothers Alliance" launched a second round of negotiations, but this negotiation did not go well, and the Kokang Allied forces then launched another attack on the old Street, and successfully took control of the entire block.
Coupled with the joint operations of other civilian, local and military forces in Myanmar, the government forces are losing ground and getting into trouble in many directions, and now some are retreating to the Old Street headquarters and other strongholds, and some are moving north to defend Lashio and other places.


Just when the junta was in trouble, the Myanmar "National Unity Government" headed by Aung SAN Suu Kyi, that is, before the junta took power, claimed to be an organization of the Myanmar government, came out and issued a "position letter on China."
The first six of the ten points of the declaration are specifically focused on Myanmar's foreign policy and bilateral relations with China.
For example, in the third item, Myanmar uses a perspective of geopolitical inevitability to emphasize that China and Myanmar naturally form an inseparable neighborhood because of their border of more than 2,000 kilometers. Myanmar said that coexistence between the two countries should continue as long as the earth exists, and made it clear that it will continue to be a good neighbor of China in the future. Then, the fourth item also stressed the principle of China, saying that the organization adheres to and maintains the principle of one China.

The following points are related to the recent problems between China and Myanmar. For example, in the seventh article, the organization said it would take necessary measures to protect China's economic investment and other socio-economic enterprises in Myanmar; No. 8: No group should be allowed in Myanmar that would threaten neighboring countries; Tenth, the organization is committed to continuing cooperation with China to combat transnational criminal activities, including fraud and drug-related activities, and jointly maintain regional peace and stability.
It can be seen from the document that these points are based on careful research, and the propositions are basically consistent with China's propositions, and the only one that leaves room for oneself is Article 9. According to the article, the organization remains committed to fulfilling all obligations under treaties or agreements signed between China and Myanmar prior to the attempted military coup in 2021, including border agreements.
It is worth noting that the agreement committed by the organization is limited to documents until 2021. Agreements signed between China and Burma's military government over the next three years were not included. However, in the past three years, China and Myanmar have carried out in-depth cooperation at multiple levels. For example, under the Belt and Road Initiative, the China-Myanmar Economic Corridor project has been promoted, and cooperation in oil and gas exploration and exploitation as well as related pipeline construction has been strengthened. Not long ago, China and Myanmar even signed a supplementary agreement on the Kyaukpyu deep-water port project.
Therefore, the ninth point proposed by the "National unity Government" is very likely to have an adverse impact on the cooperation reached between China and Myanmar in the past three years and the current progress, and may even lead to the damage of China's interests in Myanmar.

On the one hand, it is because in their eyes, the junta's power is "illegal" behavior, on the other hand, it wants to release goodwill to China at the same time, to retain a certain political and negotiation space for themselves, if there is a change in the Myanmar regime in the future, it can use this point in the agreement to re-negotiate and negotiate with China.

Now, the announcement of the "national unity government" has seized on the weaknesses of Min Aung Hlaing's military government in the past two years, and explicitly made commitments in several areas of greatest concern to China. The ultimate goal is to win China's favor and try to use China's influence to strengthen its own support base and seize the opportunity in the power struggle with the military government.
But on the issue of Myanmar, China's position has always been very clear. Since the outbreak of the new round of civil war, China has stated that it hopes that all parties to the conflict will exercise maximum restraint, and during this period, China is also committed to providing conditions for peace talks between the two parties so that a genuine ceasefire and armistice can be realized in Myanmar.
At present, the various forces in Myanmar are still in constant friction and confrontation, and the opposition alliance is not completely unified. In such a volatile political atmosphere, predicting who will ultimately win remains fraught with uncertainty. Therefore, in this context, any excessive involvement of external forces will only increase regional tensions, and as a neighbor of Myanmar, China's security and border stability will also be greatly affected.

What's more, China has long adhered to the principle of non-interference in other countries' internal affairs. This principle not only demonstrates China's respect and equality for other countries in international relations, but also serves as a self-restraint in protecting national sovereignty and territorial integrity. Therefore, China will never easily change its position because of external pressure or the appearance of a certain document.
