Last month, the Hong Kong SAR Government announced the Action Plan for the Northern Metropolitan Area, proposing an industry-oriented plan for the development of the Northern Metropolis, which has brought new opportunities for Shenzhen-Hong Kong co-operation. At the 2023 Shenzhen Luohu District Investment Promotion Conference held on the 23rd, Luohu launched a series of innovative measures to take Shenzhen-Hong Kong business area as the core area to promote the overall docking of Luohu with the northern metropolitan area of Hong Kong.
It is reported that Lo Wu will be deeply linked with Hong Kong in terms of industry, rules and elements. Luohu will use the B1 parcel of transit land to build a demonstration park for cooperation in cross-border finance, international trade, life and health industries, which will benefit Shenzhen and Hong Kong to jointly develop biomedical industrial clusters, create new growth points, and promote high-quality development.
With Luohu, Liantang and Man Kam To three major ports, Luohu was the first to benefit from Shenzhen-Hong Kong co-operation in the early days of reform and opening up, and has been committed to becoming a "bridgehead" and "leading area" for Shenzhen-Hong Kong integration. Xia Dong, member of the Standing Committee of Luohu District Party Committee and deputy governor of Luohu District, revealed that Luohu will release the "Luohu Shenzhenhong Kong Integrated Development Three-year Action Plan (2024-2026)", launch the five major plans of industrial link "Bauhinia Island", factor flow "Luohu Bridge", youth development "Fire Phoenix", public service "Dongjiang Water", regional linkage "Dream City", and layout more than 20 landmark projects.
Luo Hu District Party secretary and district mayor Van der Fan pointed out that the current Luohu District proposed the industrial development positioning of "three forces and three districts", creating a core area of international consumption center with world trend leading force, a leading area of Shenzhen-Hong Kong integrated development with global resource allocation, and a demonstration area of modern service industry with international market radiation, one of the three key words is Shenzhen-Hong Kong.
He said that the "Action Plan for the Northern Metropolitan Area" clearly defines the development of four major regions, of which the port trade and industrial zone docking with Luohu covers the largest area, bringing broad cooperation space and unlimited development potential.

In terms of grounding the industrial chain, the key industries connecting the port trade and industrial zones in the northern metropolitan area will carry out in-depth cooperation, and adhere to two-way empowerment and mutual benefit and win-win. In terms of business services, we will focus on building the Man Kam To cross-border Business District in connection with Hong Kong, and enhance the internationalization level of producer services in Lo Wu. Actively give play to the freight function of Liantang comprehensive port, layout trade distribution platform, and create an intelligent business distribution logistics park to meet new needs.
Relying on the supporting infrastructure of Liantang Port, actively docking the development of food science and technology industry in Beidu, expanding and upgrading the Luofang aquatic products trading market, and creating an international food materials center in the Bay Area.
Centering on the rule connection, Luohu will create the rule link. Xia Dong revealed that Luohu is connecting major platforms in Shenzhen to strive for the application of rules, deepening the mechanism docking with Hong Kong in terms of business environment and livelihood services, and focusing on building an international rule system.
It is reported that at present, Luohu has taken the lead in the country to carry out cross-border credit pilot, as of October, more than 400 credit cards, loan applications of nearly 3 billion yuan, and pilot the opening of Hong Kong medical commercial insurance direct compensation service in public hospitals.
He said that Luohu will focus on the rich cross-border + application scenarios required by Hong Kong people and Hong Kong enterprises to live and operate in Luohu, promote the development of Shenzhen and Hong Kong, and will also actively create a market-oriented and international first-class business environment under the rule of law.
In addition, Lo Wu will promote the enhancement of port services, optimize passenger customs clearance experience, and promote the implementation of frequent passenger program at Lo Wu Port. At the same time, we will actively link up the "two railways and One Road" infrastructure proposed by the northern metropolitan area.
