Through a sound industrial injury insurance system to compensate the victims of industrial injuries and occupational diseases, through a sound child welfare system to ensure the healthy growth of children,
through a sound old-age service system to improve the quality of life of the elderly, and so on. If the above necessary and important institutional arrangements are missing, there will be loopholes in the safety net of people's livelihood protection,
and some people will be in trouble, not to mention moving towards common prosperity. It is also an inevitable requirement of Chinese modernization, which pursues the goal of common prosperity.
Ten years of successful practice and experience in social security in the new era
Since the 18th National Congress of the CPC, China's social security reform and development have entered a fast lane, and the world's largest social security system has been built. In the past decade,
the number of people covered by basic old-age insurance has increased from 790 million to 1.04 billion, the number of monthly pensioners has increased from 200 million to nearly 300 million, the average monthly pension for retired employees has increased from 1,686 yuan to 2,987 yuan,and the average monthly pension for urban and rural residents has increased from 82 yuan to 179 yuan. The number of people covered by basic medical insurance has reached 1.36 billion, and the goal of universal medical insurance has been basically achieved.
The reimbursement rate of hospital expenses for urban workers and urban and rural residents within the scope of the policy has reached over 80% and 70%, respectively. The medical burden of the people has been significantly reduced,
and the proportion of personal health expenditure in the total expenditure has dropped from 33.9% to 27.7%. The subsistence allowance for urban and rural residents has also been raised from 330 yuan per person per month and 2,000 yuan per person per year to more than 700 yuan and 6,200 yuan respectively.
The per capita built-up area in urban and rural areas increased from 32.9 square meters and 36.2 square meters to 39.8 square meters and 48.9 square meters respectively. In particular,
more than 42 million housing units in rundown urban areas and more than 24 million dilapidated houses in rural areas were renovated, thus effectively guaranteeing housing for low-income families in urban and rural areas.
All these achievements show that the social security system has become a basic way and powerful guarantee for all the people to share the fruits of national development, and plays an irreplaceable role in relieving the people's worries, narrowing the income gap, and promoting common prosperity.
In the past decade, China's social security development practice has accumulated at least the following experiences: First, the people-centered development thinking and the policy orientation of putting people's livelihood first have been integrated into the social security policy system,
so that through the social security system arrangement, the fruits of national development can benefit the whole people in a fairer way. Second, give full play to the advantages of the socialist system under the leadership of the Communist Party of China,
such as comprehensively improving the level of social security, improving the overall coordination level of basic old-age insurance and basic medical insurance, giving full play to the functions of the social security system centering on poverty alleviation and the fight against COVID-19,
continuously increasing the level of financial subsidies for residents' medical insurance, and establishing a central pension fund system. All embody the principle of the whole country playing chess and concentrating its power to do great things.
Third, highlight the advantages of China's national governance system. Such advantages include the centralized and unified leadership of the Party Central Committee, smooth communication of government orders,
effective development planning and strong implementation mechanism, which not only ensure the forward-looking and continuity of the construction of the social security system, but also achieve the continuous expansion of social security coverage and continuous improvement of the level of social security.
Fourth, we focused on promoting the development of social security by comprehensively deepening reform. For example, the institutional reform in 2018 has broken through the institutional obstacles that have long hindered the development of social security undertakings;
Since 2019, the normalization of centralized drug procurement, the reform of individual medical insurance accounts, the promotion of national pooling of basic pension insurance,
and the integration of the security system for retired soldiers have effectively corrected the original institutional defects. These major reforms have produced huge reform dividends, directly benefiting hundreds of millions of people.
We will improve the social security system under the guidance of the Party's 20 National Congress
Facing the future, we should take the spirit of the Party's 20 National Congress as a guide and speed up the pace of improving the social security system to provide effective institutional support for the common prosperity of all the people.
