Third, the facility land of professional farmers is not effectively guaranteed, and many professional farmers' production and living conditions are poor. Without a good spatial layout foundation,

it is difficult for rural industry and ecology to get high-quality development, and even cause some excessive investment and waste of resources. To comprehensively promote rural revitalization, we should first carry out solid optimization and adjustment of rural infrastructure and public service layout.

In recent years, some regions have taken the lead in optimizing and adjusting the distribution of rural infrastructure and public services. Experience shows that reasonable spatial layout can accelerate the flow rate of factors,

improve the sharing level of regional infrastructure, and effectively realize the organic unity of factor agglomeration and division of labor expansion. However, there are also a series of problems in the implementation process of relevant policies to varying degrees:

First, the new residential planning layout and scale location are not completely reasonable; Second, the village relocation and withdrawal did not fully consider the differentiated needs of farmers;

Third, the construction of new community organizations and property rights management failed to follow up in time; Fourth, there is a tendency to be hasty in the promotion of work in some areas.

To comprehensively promote rural revitalization, the optimization and adjustment of spatial layout is an inescapable link, which should not be given up simply because of local problems or operational difficulties.

This makes it more necessary to deepen understanding and determine the pace of work scientifically. First of all, the willingness of farmers as the bottom line of urban and rural spatial layout adjustment.

We will respect the will of farmers, protect their rights, and address the wrong tendencies in our efforts to curb them. Secondly, the county area as a unit to carry out planning layout.

To carry out scientific investigation on the county population layout, settlement form, traffic flow line, industrial pattern, economic relations and other aspects, on this basis to determine the county within the center, according to the law of population layout to carry out new planning layout.

The report of the 20th National Congress of the Communist Party of China stressed that we should deepen the reform of the rural land system and give farmers more adequate property rights and interests.

Since the new era, the central government has made a number of major arrangements for the reform of the rural land system, including basic reform, market-oriented reform of land elements, land planning and management system reform and supporting reform,and there are more than 50 subdivided reform matters.

The basic reform is mainly about the political declaration of the land system and the reform of property rights. The market-oriented reform of land factors mainly involves a series of policy adjustments of equal market access and equal rights and prices for urban and rural land.

The reform of the land planning and management system mainly involves the adjustment and optimization of the land planning and use control system. The supporting reform refers to the supporting reform of the land system involved in the fields of beautiful countryside and the integration of the first, second and third industries.

Since the new era, the rural land system reform has achieved a series of phased results, but the progress is still unbalanced and insufficient phenomenon. On the whole, the basic reform has achieved remarkable results,

the market-oriented reform of land factors is unbalanced, and the reform of the land planning and management system is relatively slow. The current reform has initially reached the reform goal of clarifying land property rights and improving land rights,

but there is still a large distance from establishing a unified urban and rural construction land market, and the institutional reasons causing efficiency loss, fairness inhibition and stability risk in land use have not been fundamentally eliminated.

First, the system, integrity and coordination of the reform are insufficient, and separate experiments have reduced the overall effect of the reform while spreading risks. Second, the breakthrough of reform after the "separation of three rights" is not clear,

and the compensated transfer of rural land rights and interests lacks mature ideas; Third, the "pan-planning" framework of land management has not been broken, and the planning management system has become an institutional barrier to the market-oriented reform of land elements.

To deepen the reform of the land system and expand the institutional supply of rural revitalization, we need to seek breakthroughs in the following aspects: First, steadily and orderly promote the reform of the transfer of rural land rights and interests.

The report of the 20th National Congress of the Communist Party of China stressed that the legitimate land rights and interests of farmers who settled in cities should be guaranteed, and the voluntary transfer of land with compensation should be encouraged according to law.
