The Nansha Plan stipulates that Hong Kong and Macao residents working in Nansha shall be exempted from the part of their personal income tax burden exceeding that of Hong Kong and Macao. To support Nansha in implementing a more vigorous policy on the introduction of international high-end talents,

facilitate the entry, stay and residence of international high-end talents, facilitate the cooperation level of youth entrepreneurship and employment, further improve and accelerate the accumulation of high-quality public resources such as education and medical care,

and provide policy benefits for building Nansha into a new home for Hong Kong and Macao youth to live and work in peace and happiness and a special zone for international talents.

Fifth, the three regions adjacent to Hong Kong are selected as the pilot zones. In accordance with the construction sequence of first and first trial, point to point, and step by step, the Nansha Plan selects three areas, Nanshawan,

Qingsheng Hub and Nansha Hub, as the pilot start-up areas, to give full play to the advantages of the three regions in relying on transportation hubs to quickly connect Hong Kong and Macao, more closely integrate Nansha with Hong Kong and Macao,

accelerate the formation of contigual development and cluster development effects, and effectively drive the overall development of Nansha. Gradually build a development trend of "hub driven, multi-point support, and overall coordination".

Focus of future development of Nansha

In order to realize the actual implementation of the Nansha Plan, the future development of Nansha can be focused on the following aspects:

First, we will build a base for cooperation in science, technology and innovation industries. Nansha can focus on the development of intelligent manufacturing, accelerate the construction of a number of intelligent manufacturing platforms,

and create a "intelligent manufacturing + intelligent service" industrial chain. To develop the digital industry, accelerate the construction of the National Engineering Centre for the Next Generation of the Internet and the Guangdong-Hong Kong-Macao Greater Bay Area Innovation Centre,

and promote the development of Internet Protocol Version 6 (IPv6) industry application demonstration and next-generation Internet computing services, so as to play an important platform role in building the Guangdong-Hong Kong-Macao Greater Bay Area into an international science and technology innovation centre with global influence.

Second, to build a global and Hong Kong-Macao youth entrepreneurship and employment cooperation platform. Nansha should formulate a complete policy system for innovative talents, implement special support measures for talents from Hong Kong and Macao,

and take the lead in making breakthroughs in the introduction of talents, evaluation of professional titles, mutual recognition of professional qualifications, children's education, commercial medical insurance,

equity incentives, and technology investment. Qualified Hong Kong and Macao residents who start businesses in Nansha should be included in the scope of local entrepreneurship subsidies and support,

and can equally enjoy local support policies such as guaranteed loans and discount interest for start-ups. It is necessary to provide convenient conditions in the areas of accommodation and apartments, commuting, children's school attendance, etc., to help Hong Kong and Macao residents and young people to resolve their worries about working in Nansha.

Third, we will jointly open up to the outside world at a high level. To build a new platform for international economic cooperation between the Guangdong-Hong Kong-Macao Greater Bay Area and the Belt and Road Initiative.

By implementing the Regional Comprehensive Economic Partnership (RCEP) in high quality and benchmarking the rules of high-level international free trade agreements such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA),

including actively participating in the establishment of an Insurance Service Centre in the Guangdong-Hong Kong-Macao Greater Bay Area, and seeking state support for the establishment of a Green Technology Bank in the Guangdong-Hong Kong-Macao Greater Bay Area;

To take the lead in piloting cross-boundary motor vehicle insurance and cross-boundary commercial medical insurance, and carry out institutional innovations to promote the integrated development of the insurance markets in Guangdong,

Hong Kong and Macao; To explore the establishment of a Guangdong-Hong Kong-Macao Greater Bay Area international Commercial Bank in Nansha, and accelerate the construction of an international financial platform; Accelerate the establishment of the pilot start-up zone and Hong Kong to achieve "one-ticket" and "one-card" services.
