The Constitution of the People's Republic of China is the fundamental law of the People's Republic of China and has the supreme legal effect. The Constitution matters to all of us.
In order to enhance the constitutional consciousness of the whole society, carry forward the spirit of the Constitution, strengthen the implementation of the Constitution, and comprehensively promote the rule of law, China will set December 4 every year as the "National Constitution Day".
The State continuously raises labor productivity and economic returns and develops social productive forces by increasing the enthusiasm and technical level of the working people, popularizing advanced science and technology, improving the economic management system and the enterprise management system, implementing various forms of socialist responsibility system and improving labor organization.
The state develops socialist education and raises the scientific and cultural level of the people throughout the country.
The State develops all kinds of educational facilities, eliminates illiteracy, provides political, cultural, scientific, technical and professional education to workers, peasants, state functionaries and other working people, and encourages self-study.
The state develops natural and social sciences, popularizes scientific and technological knowledge, and rewards achievements in scientific research and technological inventions.
The State advocates the core socialist values and the public virtues of love for the motherland, the people, Labour, science and socialism, conducts education among the people in patriotism, collectivism, internationalism and communism, dialectical materialism and historical materialism, and opposes capitalist, feudal and other decadent ideas.
Citizens of the People's Republic of China have freedom to engage in scientific research, literary and artistic creation and other cultural activities. The State encourages and assists creative work beneficial to the people by citizens engaged in education, science, technology, literature, art and other cultural undertakings.
The National People's Congress establishes Ethnic Affairs Committee, Constitution and Law Committee, Finance and Economic Committee, Education, Science, Culture and Health Committee, Foreign Affairs Committee, Overseas Chinese Committee and other special committees as needed. When the National People's Congress is not in session, the special committees are under the leadership of the Standing Committee of the National People's Congress.
(7) To direct and administer the work of education, science, culture, public health, physical education and family planning.
Local people's governments at or above the county level shall, within the limits of their powers as prescribed by law, administer the administrative work of the economy, education, science, culture, public health, sports, urban and rural development, finance, civil affairs, public security, ethnic affairs, judicial administration and family planning within their respective administrative areas; issue decisions and orders; appoint or remove, train, assess, reward or punish administrative personnel.
The organs of self-government of the national autonomous areas shall independently administer the educational, scientific, cultural, public health and sports undertakings in their respective areas, protect and organize the cultural heritage of the ethnic groups, and develop and prosper the culture of the ethnic groups.
