Recently, the General Office of the CPC Jiangxi Provincial Party Committee and the General Office of the Jiangxi Provincial People's Government issued the "Several Measures for Further Strengthening the Popularization of Science and Technology in the New Era", requiring all localities and departments to conscientiously implement it in light of the actual situation. A number of measures are now publicly released.
The following measures are formulated.
- Strengthen the leadership responsibilities of Party committees and governments at all levels in popularizing science. We will establish a working mechanism under the leadership of party committees, under the direction of the government, and in coordination with departments, thoroughly implement laws and regulations on science popularization, incorporate science popularization into the national economic and social development plan, and work together with scientific and technological innovation.
We will establish a sound coordination mechanism for science popularization at the city and county levels, optimize the allocation of science popularization resources, promote science popularization cooperation and resource sharing among regions and industries, and coordinate the balanced and coordinated development of public science popularization services and the improvement of the scientific quality of the people.
(2) Compacting the scientific popularization administrative responsibility of the competent departments of various industries. Science and technology administrative departments at all levels should strengthen overall planning and coordination, give full play to the role of the coordination and consultation mechanism for science popularization, strengthen the planning of science popularization work, strengthen supervision and inspection, strengthen capacity building for science popularization, and commend and reward science popularization in accordance with relevant regulations.
All relevant departments should make full use of their advantages and characteristic resources to strengthen the organization and coordination of science popularization work in the industry, service guidance, public emergency response, supervision and evaluation.
(3) Giving full play to the role of science and technology associations at all levels as major social forces in popularizing science. Science and technology associations at all levels should give full play to their role as major social forces in science popularization, fulfill their responsibilities as the leading force in the campaign for the scientific literacy of the whole people, organize and plan science popularization activities, develop resources for science popularization, promote a balanced distribution of science popularization infrastructure, strengthen international scientific, cultural and people-to-people exchanges, and provide advisory services for science popularization decision-making. Trade unions, the Communist Youth League, women's federations and federations of industry and commerce are encouraged to carry out science popularization and education in their respective fields in light of the characteristics of their target groups.
- Raising awareness of the responsibility of schools, research institutions and enterprises in popularizing science. Schools should promote the deep integration of science popularization and education, strengthen science education, create high-quality science popularization courses, support and organize teachers and students to carry out science popularization activities and innovative practical activities.
Scientific research institutions and medical and health institutions should take the initiative to carry out science popularization work, promote the organic combination of scientific research and science popularization, increase the supply of science popularization resources, and cultivate the public's curiosity about science.
Enterprises should increase the research and development and supply of popular science products, promote the organic integration of popular science work with scientific and technological research and development, product promotion, innovation and entrepreneurship, skills training, and promote the development of popular science industry.
- Guiding scientific and technological workers to consciously participate in the cause of science popularization.
Scientific and technological workers should adhere to the guidance of values, strengthen their sense of responsibility and mission, actively promote the spirit of science and scientists, abide by the code of scientific ethics, actively improve the ability of science popularization, and carry out science popularization activities in a way that is easy for the public to understand, accept and participate in, so as to set an example for improving the scientific quality of the whole people. We will encourage and support veteran science and technology workers to actively participate in science popularization.
