Liu Jin is the first doctor of clinical medicine in the Chinese Academy of Medical Sciences, and the first doctor of clinical anesthesiology in China.

The reason why the long-term commitment to the construction of training system stems from Liu Jin's experience.

Liu Jin is the first doctor of clinical medicine in the Chinese Academy of Medical Sciences, and the first doctor of clinical anesthesiology in China.

He graduated from the School of Medicine of Hubei University for Nationalities in 1982 and received his Doctor of Medicine degree from China Union Medical College (later renamed Peking Union Medical College) in 1988.

From 1989 to 1993, he went to the United States as a postdoc, research scholar and visiting assistant professor, engaged in research and clinical work in anesthesiology.

During his stay in the United States, what impressed him most was that each specialty of clinical medicine in the United States has a mature and unified standardized training system for resident doctors, and only doctors who have been standardized training can practice medicine independently.

In his view, the training of doctors in China should be transformed from the way that teachers lead apprentices in small workshops to the way of large-scale standardized training of residents.

In 2000, when Liu Jin was introduced by West China Hospital of Sichuan University as an excellent talent, he proposed a plan to carry out "standardized resident training" in West China Hospital.

At present, Sichuan University West China Hospital has become one of the largest training bases for resident doctors in China and ranks among the top in the national base evaluation.

The Department of Anesthesiology of the hospital has also been ranked first in the "Best Comprehensive List of Chinese Hospitals" by the Hospital Management Institute of Fudan University for 11 consecutive years.

In the past 20 years, Liu Jin's anesthesiology professional base has trained about 5% of the country's young anesthesiologists and about 40% of anesthesiology department directors. According to incomplete statistics, 1 out of every 20 anesthesiologists in the country has received more than one year of training in West China.

During his tenure as a deputy to the National People's Congress, Liu Jin proposed for ten consecutive years from 2003 to 2013 the proposal of "establishing a national standardized training system for resident doctors and including its costs into the state budget",

which was eventually adopted by the state. At the end of 2013, seven ministries and commissions jointly issued a formal document to fully implement the standardized training system for resident doctors in China, and the Ministry of Finance also allocated special funds from the national financial budget every year.

On the one hand, the implementation of the regulation training system has effectively improved the clinical practice skills and professional level of Chinese medical talents. On the other hand, for a long time,

the response of medical students to the system has been mixed, and there are discussions on the Internet about whether the program has become a cheap labor force, the training time is too long, and the workload is not capped.

At present, China subsidizes the standardized training of resident doctors by 30,000 yuan per person per year. The two highlights of the 9th "Silk Road Studies Forum" helped the construction of the "multilingual +" discipline of SJSU
