In popular terms, "community of common destiny" means that the countries concerned have formed a relationship of sharing weal and woe. It is not only at the economic level, but also at the social, cultural, values and security levels.
When talking about how to build a community with a shared future for mankind, the report of the Party's 20th National Congress pointed out that only when all countries pursue the road of the world, live in harmony and cooperate for win-win results,
can prosperity be sustained and security be guaranteed. The report to the 19th CPC National Congress pointed out that people of all countries should work together to build a community with a shared future for mankind.
The report to the 18th CPC National Congress also made it clear that we should advocate the sense of a community with a shared future for mankind, accommodate the legitimate concerns of other countries while pursuing our own interests, and promote the common development of all countries while pursuing our own development.
The "community of shared future" is first and foremost a community of interests, including an economic community, a security community, and a social and cultural community. In the real international relations dominated by national interests,
a community without interests can hardly have a community of destiny. In 2021, China has become the largest trading partner of 124 countries and regions. In 2019, China's total import and export trade of goods reached 4.58 trillion dollars,
which is far more than the 4.2 trillion dollars of the United States. "Community of common destiny" is also a value concept. In contrast to the constant conflicts in the international community, the community of common destiny emphasizes solving differences through cooperation and dialogue.
At the same time, the community of shared future also contains the sense of "responsibility". Human beings have only one earth, all countries belong to the same world, 80% of global trade is contributed by the global value chain,
and countries are closely connected and dependent on each other to the degree of lip and teeth. Due to the unprecedented interdependence of countries reflected in the community of common destiny,
countries in the world are increasingly showing the characteristics of "mutual loss and common prosperity". For the sake of its own interests and the common interests of all countries in the world,
each country must bear certain responsibilities for this community. In December 2021, China and Laos launched the "Lancang" bullet train, which is the first time in the history of Laos to have a train,
from "locked country" to "land-linked country", with actions to interpret the connotation of the relationship to build a community of common destiny. After the outbreak of COVID-19, China has provided more than 1.8 billion doses of vaccines to the world by November 2021.
The COVID-19 vaccines donated by China have covered almost all of China's neighboring countries, especially neighboring developing countries. To promote the realization of a community of shared future for mankind,
since the 18th CPC National Congress, China has put forward the Belt and Road cooperation initiatives to build the Silk Road Economic Belt and the 21st Century Maritime Silk Road, proposed the establishment of the Asian Infrastructure Investment Bank,
proposed the establishment of the Lancang-Mekong River Cooperation mechanism, and set up a dialogue and cooperation mechanism among Asian civilizations. China International Import Expo will be held at the same time.
At present, the global situation of COVID-19 remains complex and grave, the global economy is sluggish and anti-globalization is still growing, the debt risks of many developing countries are intensifying, and the global industrial and supply chains are facing an unprecedented crisis.
All countries are committed to overcoming the crisis and achieving development. At the same time, some countries pursue the Cold War mentality, form factions, pursue zero-sum game, and engage in strategic competition with strategic rivals at every turn,
and stir up disputes over identity politics and values. This is not only detrimental to their own development, but also seriously harmful to regional peace and stability. The report to the Party's 20th National Congress also clearly stated that "China has put forward global development initiatives and global security initiatives, and is willing to work with the international community to implement them."
"Development" has connotations of "interest" and "responsibility", and "development" is the purpose and path of building a community with a shared future for mankind. The Global Security Initiative is not only China's response to the urgent security demands facing the world,
but also a concrete manifestation of China's renewed pledge to take the path of peaceful development, which shows that China is committed to promoting the building of a community with a shared future for mankind through peaceful means.
Build a new type of international relations featuring win-win cooperation
We have built the community with a shared future for mankind on two foundations: First, it is based on the UN Charter. In other words, the community is not starting from scratch, but is built on the basis of the existing international order and global governance system,
which reflects the inheritance of the previous achievements of human development. The report to the Party's 20th National Congress also clearly pointed out that "we will firmly uphold the international system with the United Nations at its core,
the international order based on international law, and the basic norms governing international relations based on the purposes and principles of the UN Charter, and oppose all forms of unilateralism and the establishment of blocs and exclusive cliques targeting specific countries."
