Therefore,we need to open up new horizons, create a new governance system, and effectively respond to the challenges brought by national security under the century of change. The social governance community refers to "a group of interrelated,
mutually promoting and stable relationships consciously formed by the government, social organizations and the public based on the principle of interaction and consultation, equal power and responsibility,
and based on the common goal of solving social problems and responding to governance needs". The emphasis on the concept of community means that the process of social governance must give full play to the subjective role of multiple subjects,
and organically integrate the political power of party organizations, the administrative power of the government and the autonomous power of the society, so as to jointly act and coordinate development under the framework of co-construction,
co-governance and sharing. In this way, a social governance system with party committee leadership, government responsibility, democratic consultation, social coordination, public participation, legal protection and scientific and technological support will be built.
The proposal of the social governance community is undoubtedly a new blueprint for the governance of China drawn by the Communist Party of China from a higher historical position,
providing a new reform direction and practical guidance for us to cope with the great changes unseen in a century and maintain national security and social stability.
Innovation Bureau: Adhere to the people's safety as the purpose
The report of the 20th National Congress of the Communist Party of China pointed out: "The river and the people are the people, and the people are the river and the mountains." "We must adhere to the purpose of people's security,
take political security as the foundation, take economic security as the foundation, take military, scientific, cultural and social security as the guarantee, and take the promotion of international security as the support."
The overall concept of national security takes people's security as the core part of national security, and takes it as the fundamental starting point and landing point of security issues in all other fields.
This not only demonstrates the Communist Party of China's firm people's position and profound feelings for the people, but also lays down the distinctive people's character of national security work in the new era. Under the guidance of the overall national security concept,
the construction of the social governance community must adhere to the people-centered, the people's security throughout all areas of social governance innovation, and create a new situation of social governance modernization.
First, we must uphold the principal position of the people and ensure that everyone has a role to play. This shows that the people should play the main role and assume the main responsibility in the social governance community,
and fully participate in the whole process and all aspects of actual governance activities, so as to enhance the vitality and effectiveness of social governance. Second, we must ensure that the people are masters of the country and that everyone fulfils their responsibilities.
To safeguard national security and social stability, do everything for the people and rely on the people, we must give full play to the enthusiasm, initiative and creativity of the broad masses of the people,
and always regard the people as the basic force for national security. We should focus on developing people's democracy throughout the process, expand channels for the people to participate in society,
and innovate channels for the people to engage in consultation. We should constantly improve the system of people being masters of the country, so that more people can truly participate in the practice of social governance,
and give full play to the superiority and advanced nature of the socialist democratic system. Third, we must safeguard the fundamental interests of the overwhelming majority of the people and ensure that everyone enjoys them.
The building of a community of social governance is based on the interests of the people, the expectations of the people, and the satisfaction of the people. By improving the social governance system of joint construction,
joint governance and shared benefits, we will constantly consolidate the work of the people, and strive to solve the most direct and realistic interests of the people, so that the achievements of national security construction will benefit all the people more fairly.
We will comprehensively enhance our capacity for social governance
According to the National Security Law of the People's Republic of China promulgated in 2015, national security refers to the state power, sovereignty, unity and territorial integrity, the people's well-being,
sustainable economic and social development and other major interests of the country are relatively free from danger and from internal and external threats, and the ability to ensure continuous security.
