According to Russian presidential aide Sergei Ushakov, Armenia did not send a representative to the CSTO summit in Minsk.

Russian news agency RIA Novosti reported on November 23 that Russian presidential press Secretary Dmitry Peskov said, "We regret this. Csto will continue to operate. The leaders will certainly discuss the Armenian factor during the summit and think about how to further deal with this issue."

"We hope that Armenia will not change the direction of its foreign policy, Armenia remains our ally, our strategic partner," Peskov said. Whether it's bilateral or multilateral, we will continue to talk to them."
